Fourth Street Mobility Project Asphalt Art Design
City of Oxnard seeks artist to design asphalt art for downtown mobility project with local preference scoring.
The City of Oxnard is moving forward with the Fourth Street Mobility Project, which includes installing asphalt art in Downtown Oxnard's Central Business District. The Cultural Arts Commission, with support from the City Council, is seeking an artist to design asphalt art installations that support the Downtown Visual Arts Plan and enhance the local urban landscape.
The project has allocated $150,000 from the Public Arts Fund through the Downtown Area Hub Murals Program. The City is issuing an open call for artists to design asphalt art in support of the Fourth Street Mobility Project and surrounding areas. The designs will be installed by a contractor experienced with preparing traffic spaces.
To ensure compliance with municipal purchasing policies and competitive procurement requirements, the City is implementing a five percent scoring preference for local artists who reside in Oxnard. This preference does not require the City to work exclusively with local artists but encourages their participation through competitive bidding.
The project aims to enhance opportunities for local artists while maintaining open and fair competition. Artists selected through the competitive procurement process will work with the City to create asphalt art that supports downtown revitalization and mobility initiatives. The program represents a collaborative effort between the Cultural Arts Commission and City staff to advance community art goals while adhering to established municipal contracting authority and procurement procedures.
