Juneteenth/Norfolk250 Banner Flag Design Call

City of Norfolk seeks 10 artists to design banner flags celebrating Juneteenth and the nation's 250th anniversary. $500 honorarium per design.

The City of Norfolk and Norfolk Arts invite artists to submit proposals for original banner flag designs in recognition of Juneteenth and the country's semi-quincentennial. This call seeks creative work that honors the enduring pursuit of freedom, the contributions of Black Americans, and the evolving story of Norfolk and the nation.

Selected designs will be printed as full-size vertical banner flags measuring 20 feet by 4 feet and displayed on City-owned flagpoles throughout Norfolk from late spring through early fall 2026. Ten artists will be selected for this opportunity.

This opportunity is open to artists of all backgrounds over 18 years of age working in any medium, as long as the final design can be translated into a digital file suitable for printing on a vertical banner. The City's Department of Communications & Marketing will cover all production costs, and each selected artist will receive a $500 honorarium.

Artists are encouraged to explore themes including Juneteenth as a celebration of liberation, resilience and cultural legacy; the 250th anniversary of the founding of the United States, prompting reflection on history, progress and the future; and stories often overlooked, reclaimed narratives, and visions of justice, unity and possibility.

Artists may submit individually or as a team. An artist may be selected to complete artwork for more than one banner. The application deadline is March 20, 2026, at 11:59 p.m. Selected artists will be notified on March 27, 2026, with final designs due April 17, 2026.
