Norfolk Utility Box Public Art Program

Hampton Roads artists can submit artwork for display on utility boxes in Downtown Norfolk with stipends of $500-$750.

The Downtown Norfolk Council is seeking Hampton Roads artists to participate in the Utility Box Public Art Program, an initiative designed to enhance the aesthetics of downtown Norfolk through public art. This program offers artists the opportunity to showcase their work in high-visibility locations that contribute to the cultural vibrancy of the city.

The program provides compensation for selected artwork:
- $500 stipend for art at four specified locations: Boush Street and West Main Street, Boush Street and City Hall Avenue, Granby Street and Plume Street, and MacArthur Square Station
- $750 stipend for two compatible pieces selected for Granby Street and City Hall Avenue (2 boxes)

Artists may apply to create designs for one or more boxes across these sites. The artwork will be reproduced as vinyl wraps. Utility box dimensions typically measure 20.25 inches wide by 43.5 inches high on front and back, with side dimensions of 24 inches wide by 42.5 inches high, though measurements are subject to change based on assigned location.

According to organizers, selected pieces should spark joy, curiosity, and connection for people walking, biking, and spending time in downtown Norfolk. A selection committee will evaluate all submissions and announce selected artists on February 13, 2026.
