The State Electoral Institute of Chihuahua (IEE) has opened its Muro Civico 2026 call, inviting artists, collectives, and the general public to create murals in public spaces. In this second edition, five murals will be painted in the municipalities of Juarez, Guerrero, Aldama, Aquiles Serdan, and Jimenez, with proposals addressing civic culture, citizen participation, human rights, democratic values, inclusion, equality, and the promotion of voting.
Participation is open to people aged 18 and older, individually or as a collective. New to this edition, adolescents between 15 and 17 may also take part if they have authorization from a parent or guardian and name an adult representative for administrative purposes. The mural in Ciudad Juarez carries an affirmative-action condition: it is reserved for members of Indigenous peoples and communities or applicants with a demonstrable community connection, and it must incorporate elements related to interculturality, community participation, and respect for human rights.
Applicants must submit an original sketch in line with the call's rules. Results will be announced on July 7, and the murals are scheduled to be painted in August. Each selected project receives economic support of 24,000 pesos net.
The initiative pairs public art with civic education, giving muralists across the state a platform to engage their communities on democratic themes ahead of the painting period.
