The Secretariat of Culture of Santiago de Cali, Colombia has opened the second cycle of its Artists Portfolio for the Circulation of Cultural Content 2026, an official registry of local talent that feeds the city's cultural programming across neighborhoods (comunas) and rural areas (corregimientos). Eligible disciplines include music, dance, theater, circus without animals, visual and plastic arts, and audiovisual work.
The goal is to build an official list of eligible artists, a technical and transparent bank that serves as the city's official showcase of local talent and makes it easier to select proposals for cultural programming during 2026. Being part of the portfolio does not automatically guarantee a performance date; it means the artist or group has been technically approved and is part of the official catalog consulted to meet programming requests from the territories. The Secretariat has set aside a budget of more than 275 million pesos to support circulation activities arising from the list of eligible candidates.
The call is open to Colombian individuals over 18 with permanent residence in Cali for the past two years, to nonprofit legal entities based in Cali, and to groups of two or more people who present a joint proposal. Applications are made through the official platform with the required administrative documents and a technical document, which is a non-amendable requirement. Registration for the second cycle is open until June 14, 2026, with technical evaluation from June 14 to July 26 and results from July 27.
